The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Technological Stagnation.

The recent US national security strategy presents a flawed view of the European Union. The document asserts that open-border policies and what it terms "progressive" policies represent an existential risk to European civilization. Yet, this argument rests on a serious misinterpretation of the reality. The actual danger facing the EU is not societal but technological and economic backwardness.

The Stark Economic Gap Separating Europe and the US

Statistics reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% growth for the EU. During this period, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly half of the global top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: The Core Problem

This widening economic gap is driven by superior productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly US-centric. In the last fifty years, 241 US firms have scaled into companies valued at over ten billion dollars, compared with only fourteen in the European continent.

This disparity prompts a vital question: In the race for future industries like AI, semiconductors, and fusion energy, what is the EU positioned? Experts widely concede it is largely a two-horse race involving the United States and China, with Europe entering at a significant handicap.

Root Causes of Europe's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. Europe has yet to establish a genuine unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A US startup can launch a product under one set of laws to access a market of over 330 million. The European Union, despite a larger population size, is split among 27 different national systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, there are causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Notable analyses on EU competitiveness and the single market point to the need for major changes.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent still possesses significant advantages: skilled workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and high savings rates, these foundations could trigger a surge of venture creation.

Crucially, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, without decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
